Canada PM's remarks fuel speculation of fall election

Canadian Prime Minister Stephen Harper Thursday said he may to do something about the country's "dysfunctional" parliament, raising speculation of a fall election.

Speaking in Newfoundland and Labrador, Canada's eastern province, Harper said the parliamentary process has "stopped working" over the past few months, although his government has managed to get things done during its tenure.

He said legislation is being stalled in the Liberal-dominated Senate and obstructed in the House of Commons "principally" by Liberal leader Stephane Dion.

"I think quite frankly I'm going to have to make a judgment in the next little while as to whether or not this parliament can function productively," Harper said.

A new poll released Wednesday shows the Conservatives to be tied with the Liberals, with the Grits actually slightly ahead -- 33 percent to 32 percent in support. However, in The Canadian Press Harris-Decima survey, almost twice as many Canadians said they preferred Harper to Dion as a leader.

Last month, in a speech to Conservative party members in Quebec, Harper also challenged Dion to "fish or cut bait" on a fall election.
