According to vice chairman Li Jianguo's report, minors addicted to the web accounted for 10 percent of all netizens under 18 in the country, chinanews.com.cn reported today.
The report was the result of this year's first check launched by the NPC Standing Committee.
The report said study, health and the lives of those addicted would be seriously affected and cause social problems. The report said management of Internet cafes, especially in some rural areas, was not strict enough.
Some Internet cafes allowed minors to access porn and violent Websites, the report said.
A real name registration policy should be introduced and all Internet cafes should closed at 12am, Li suggested. Any Internet cafe which was found allowing minors or operating overtime should be punished severely.
Police and 13 departments launched a series of crackdowns last April, closing several porn and gambling Websites.
