Li Changchun, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during an inspection tour to northeast China's Liaoning Province from April 30 to May 6.
He said government should play a leading role in offering public cultural services and public funds be the major source of finance.
