According to Saturday's the Herald, a government document outlined in the power sharing agreement states that the Head of state shall after consultation with the vice presidents, prime minister and deputy prime ministers, allocate ministrial portfolios in accordance with the agreement.
After the assignment of ministries to the parties concerned, Mugabe is expected to sign the necessary papers for the appointment of the vice presidents, prime minister and deputy prime ministers, the newspaper said.
After their appointments MDC-T leader Morgan Tswangari and his MDC counterpart Arthur Mutambara would have three months to find seats in Parliament, it said.
According to the newspaper, the 14 ministries allocated to Zanu-PF include the key ones, such as defense, home affairs, foreign affairs, justice and legal affairs, information and publicity, mines, lands and local government.
MDC-T was allocated 13 ministries, including parliamentary affairs, economic planning, energy, health housing and communications, while MDC with regional integration, education and industry and commerce.
The ruling ZANU-PF has already agreed on its line-up of ministries, but no appointments would be made until the facilitator, former South African President Thabo Mbeki, has come to assist on the outstanding ministry of Finance, with Mugabe provisionally assigned to ZANU-PF, according to the government gazette.
Mugabe's came after a meeting with Tsvangirai during which they agreed to call Mbeki, former South African President and talks facilitator, after a deadlock on the allocation.
Mugabe and Tsvangirai have failed to agree on the allocation of the powerful ministries. The MDC said Mugabe's move threatened the power-sharing deal agreed with Mugabe on September 15.
